In a recent Vigo County Council budget hearing, held on August 11th, councilmember Vicki Weger stated that private meetings held by former council administrator Kylissa Miller were, “bullshit on a stick.”
The comments came in response to questions asked by council member Steve Ellis about the council’s previous decisions regarding county salaries. The conversation revolved around how the county establishes salary midpoints for employees.
Weger appeared frustrated and explained that when Miller was the council administrator a study was commissioned by Baker Tilly to survey county salaries from around the state to determine an average for employee compensation.
“Kylissa Miller was the administrator, and she had some allies on the council, so they formed a committee … and they had some meetings, and they were not public meetings. We did not see the Baker Tilly study … they proposed a raise, and that’s what we got to vote on,” stated Weger.
She went on to say, “We paid a gazillion dollars to Baker Tilly to do the study, then the next year Kylissa got fired, if that tells you anything.”
Weger appeared to be referring to salary decisions made by the Vigo County Council in 2023. At that time the council consisted of council president Todd Thacker, David Thompson, Travis Norris, Marie Theisz, Vicki Weger, Nancy Allsup, and Aaron Loudermilk.
At the September 12th, 2023 meeting of the Vigo County Council, County Clerk Brad Newman expressed his frustration with salary adjustments, and accused the council of “playing politics,” during the process.
At the end of the 2023 meeting the adjustments were approved with councilmembers Thompson and Loudermilk voting no and explaining that they felt like the raises should have been retroactive to January 1st rather than July 1st.
At a more recent meeting of the council on June 10th, 2025, Vigo County Commissioner Chris Switzer stated that morale was still low among county employees, and he suggested that the county bring back a personnel committee to avoid piecemeal raises by department.
