According to reports, Jose Aflredo Fiscal-Belli was detained by ICE following a parking-related incident in Indianapolis on Tuesday, July 21st. Jose is the manager of Tacos and Tequila in Clinton, Indiana and the owner of Main Street Cafe in Paris, Illinois. 

Family and friends have shared that Jose came to the United States as a minor and later married his wife, who is a U.S. citizen. For the past five years, he and his wife have been working through the legal process to obtain permanent status through marriage while raising their four boys together. 

His wife has shared that he is currently being detained in Louisiana, and learned through a phone call with him that the detention facility has one bathroom for 147 people, water provided to them appears dirty with a yellow color, and bright lights are kept on at all times making it difficult to sleep.

He also reported that the guards allow fighting and are unresponsive to reports of violence within the facility, and that a man died in custody after telling guards that he had chest pain .

These details are consistent with reporting that has been done on conditions within ICE facilities, and according to a report from NPR the Alexandria Staging Facility in Louisiana had the highest number of “book-ins” between January and October of 2025 with over 40,000.
